Can't get TTS to work with Cactbot

I just installed ACT, then Overlay, then Cactbot. Went through the setup guide on the ACT website, then the setup instructions for Cactbot. I haven't changed anything from the default/recommended settings, and i haven't installed any other plugins. If i use the Cactbot Config setting for "Default alert output" of "Text and Sound" everything works perfect. If i switch it to "Text and TTS" i get the text but no audio at all. i went into the custom triggers tab of ACT, selected the TTS radio button, typed in a test word and hit the play button and it works as expected, so TTS is working in ACT, just not in cactbot.
