Add distributed QPU and Bell pair methods to ArchT type inference and completions

In semantics.rs: add qpu_id, same_qpu, comm_qubit_for, bell_pair_rate, syndrome_bell_demand, max_bell_pairs_per_cycle, is_saturated to the ArchT method resolution and completion suggestions. Also register the new ArchInfo data fields (num_qpus, qpu_sizes, link_cost, comm_qubits, etc.).
