Disallow merge of preps for analysis with differing host filtering criteria

Currently Qiita allows the creation of analyses using preps with differing host filtering criteria. This behavior is unexpected, and creates processing inconsistencies. Two possible solutions would be to disallowed this behavior or require explicit user acknowledgement
