What is the bug or the crash?

When trying to edit shapefiles and save edits, the following error is generated while using QGIS 3.40.0.

2025-02-21T11:18:21 CRITICAL Layer XXXXX_Geohazard ID : OGR[3] error 1: REPACK of layer 'XXXXX_Geohazard ID' failed.

Steps to reproduce the issue

  1. Shapefile is opened from an internal network location connected to using a VPN
  2. Shapefile is toggled into "edit" mode
  3. Some edits are applied. In this case I reclassified several fields within some polygons to reduce the number of categories and be more internally consistent.
  4. Attempt to save the file. File displays a repacking error.
  5. Multiple polygons are lost.

Hi @rouault, it seems to me this error comes from GDAL/OGR. It looks like there are also previous reports about corruption of ESRI Shapefile layers edited on network shares, in some situations, when repacking: #59179, #41964, #46456 (others https://github.com/qgis/QGIS/issues?q=is%3Aissue+repack+is%3Aclosed+shapefile).
