Can we separate and move def safrole() and def history() to direstory of particular test?

asn1.py generates code from test vectors asn files
python can't import relative path
moving params to cmake (e.g. foo/CMakeLists.txt asn1(... NS=jam::test_vectors_safrole ARGS=validators-count;epoch-length CONFIGS=tiny;full ...)) or json file requires more usages to design interface/schema
