DataManagement function exits invalid if pre-merge file doesn't exist

Yaml file identifies a pre-merge file, but it can't be found. DataManagement return object is marked invalid and write.DataManagement exits doing nothing. That's OK, but return object should contain error and message from write should be fixed.
