chore(docs): translate c-api/type.po 🤖

Progress on fixing missing translations identified by GitHub Actions bot:
- Translated missing entries for PyType_Spec.basicsize descriptions
- Added translation for Py_TPFLAGS_ITEMS_AT_END flag
- Fixed cross-reference formatting for tp_traverse handler
- Improved GC protocol implementation description
- All translations preserve cross-references unchanged per guidelines

Significant improvements made. Most issues appear to be formatting-related rather than missing translations.
