Places its entire contents in the center of the block in front of it only if there is no item already in front of it. We could either do this with ticking, or by using a dispenser/dropper and then listening to the dispense/drop event and adding our own logic there. Leaning towards the former to avoid redstone clocks and the like but I don't think it's too important.

When combined with cargo (especially the accumulator) and [filtered] vacuum hoppers, this will allow for physical blocks like the mixing pot to be automated.

(This was originally going to be a cargo block but I don't think it makes sense to do that)

Have pretty much done this indirectly with cargo accumulator so going to close this issue for now - we can revisit it during playtesting if we find that this block would be helpful
