remove `by` feature of `summarise` and `mutate`

now that we have `groupby` as an extension method on dataframes, we should remove the `by` feature from `summarise` and `mutate` - this allows for separation of concerns(keep groupby operations separate from dataframe operations), and also makes it easier to debug issues that may arise.
