Provide an API to run bolt plans #3339
Description
Use Case
After some discussions a while back on Slack my understanding is that the bolt-server cannot run plans? As a user I would love to have this functionality to compete with other solutions, like ansible semaphore.
Describe the Solution You Would Like
An API to start/stop/view status of plans and tasks.
Describe Alternatives You've Considered
Building a wrapper around the bolt CLI, but that's so so hacky and not optimal.
Additional Context
I see more and more PE/Open source customers switching to Ansible for orchestration, because in that ecosystem I've several options for a Web UI and API.
