What to do:

• top level talking points: why this is necessary for your successful digital transformation, concrete membership benefits for your organization, maybe the moral case (FSFE public money=public code campaign)
• how to help your org become a member (which decisionmakers are usually needed to support an org's membership)

Materials to persuade specific decisionmakers:

• intro to open source and open source myths debunked (like this World Bank blogpost)
• business cases and why this makes financial sense (About repo issue 725)
• stories of public orgs trusting FOSS for critical software: Germany's corona-warn-app, TenneT electricity transmission system operator
• absence of legal obstacles (could include links to national level reviews, like OS2's Danish note) (Create publiccode.net/law #81)
• relevant encouraging policy frameworks (About repo issues 716, 630 and 572) (#86)
• OSS procurement is perfectly doable: links to other countries' national FOSS catalogues and procurement guidance, Linux Foundation guide to open source for procurement experts, link to OpenZaak market consultation case study (produced once it's led to successful procurement/ecosystem launching)
• case studies: successful Foundation for Public Code membership and FOSS adoption in other places! Ideally ones produced by the org in question, published on their own channels. Non-Foundation case studies: UK Gov't on How GCHQ made its CyberChef app open source
• how to get started within your org: New America Open Source in Government report, Public Digital's Open source in government: creating the conditions for success, OSOR's Guidelines for Sustainable Open Source Communities in the Public Sector, and maybe an intro to the concept of an OSPO
• nice press about the Foundation (Create page for press about us (publiccode.net/press) #52)
