LB does not skip offline compute nodes #116

Is your feature request related to a problem? Please describe.
Currently LBs dont skip offline nodes (due to outage), this is probably to justify the buffers but realistically the LB should skip the offline node and redistribute to online nodes

LB should skip distributing traffic to a offline compute node
