Nanda INdex/Registry Code base

I am trying to access the Nanda Index/registry code base but the repo does not have much code in it as described in the research papers description.
Is this open source or temporarily closed for some changes?
What is the rules of engagement ? Do we need to register somewhere to get access to the code base?
Is the Index accessing a decentralized ID server to get the DID ? Is the code for this also available and if not what are the dates by which it is available.
