SSL issue on Windows in build step

When moving to rattler-build for conda-forge boost-histogram, the CMake step (that downloads pybind11) fails on Windows:

fatal: unable to access 'https://github.com/pybind/pybind11.git/': error setting certificate file: /usr/ssl/certs/ca-bundle.crt
 │ │   Had to git clone more than once: 3 times.

It was fine before with conda-build, and works on the other platforms. Maybe there' an SSL issue?

I need to check - maybe we need to pass through SSL_CERT_FILE and REQUESTS_CA_BUNDLE env vars to the build process.

I just double checked vs conda-build and they only pass through SSL_CERT_FILE on Unix, so I am not sure if that would help / is the problem.

Another thought would be to install m2-git into the build environment ...
