Found the following:
Outfit = DaringResplendentOutfitA|NONE|IsGuardFaction+CrimeFactionWhiterun|NONE|F|NONE|100
Outfit = DaringResplendentOutfitB|NONE|IsGuardFaction+CrimeFactionWhiterun|NONE|F|NONE|50
While 6.6.2 correctly assigns it to Rorikstead guards, 7.2R3 does not - even after recycleactor.

I do have some mods which modify guards, but as per console both Whiterun guards and Rorikstead guards do have both factions in place.
However, Whiterun guards are covered by both, while Rorikstead only by 6.6.2.

This requires RMB SPID Core, outfit probably safe to be replaces with other vanilla one
