Allow raw FormIDs

This whole 0xHHHHHH~Plugin.esp format still confuses people, despite pinned comment and despite it being widely adopted.

As such, we could allow pasting FormIDs directly into config and let SPID process them, re-format and put back into files. Basically, "compile" them.

As it is mainly useful for development we can also introduce some sort of marker for files to indicate which of them should support this parsing.
