File name in bulgarian gets mangled when written to the db

Describe the Bug

When uploading a file for a Campaign or Campaign application with a Bulgarian language name it gets mangled up in the db

CampaignFile in DB

It looks like the Next files construct fails when file name is in Bulgarian. Here's a screenshot of the campaign-application.service.ts and whith a file of name аватар-нов.png

To Reproduce

1. go to https://dev.podkrepi.bg/campaigns/application
2. login
3. when back in the wizard - fill in all details
4. add a file with BG filename
5. Send the Application request
6. Edit the application
7. notice the filename is now wrong

Expected Behavior

7. the filename is still the file name you chose
