get_baseline_system_types.py assert_ ends rule evaluation if a single system is not matched to a baseline system type. For rules that give system-level outcomes we want this to be undetermined for the unmatched system(s), but it should continue checking other systems too.

This issue was observed in the integration test for Sample model 2 in rule 19-14 where get_baseline_system_types is called in the applicability check and there is an unmatched system but there are other systems in the baseline model that do match to baseline system types.

There may be places in the ruleset where it is important to return UNDETERMINED as soon as 1 system is unmatched. However, there should also be a way to evaluate all systems and only return UNDETERMINED for the specific systems that are unmatched like in rule 19-14.
