What does this PR do?

Added hover effect on testimonial section and also on the course link below the name of client in testimonial item card.

Fixes #1631

Type of change

  • New feature (non-breaking change which adds functionality)

How should this be tested?

  • Go to Homepage and scroll down to testimonial section
  • Then bring the cursor to testimonial item cards and course name
  • You will see hover effect

Mandatory Tasks
