"Update" for EDDB? #25

Hello,
I am completely a "newcomer" here...
So let me start by asking one poor question:
who is updating the runways of the EDDB-Airport (EDDT/TXL is out of order an EDDB/SXF has changed to EDDB/BER)?
The "old 07L/25R" doesn't exist since 2007, the "old 07R/25L" nowadays is the "new 07L/25R" and the new-built 07R/25L is missing.
