Slightly change development pipeline in this repo

Speaking with @yarikoptic, he was suggesting to change our dev pipeline to get all the benefits from automatic rendering of HTML and json schema AND get comments (when we are ready for it).

Basically, we track master in bids-standard/bids-specification with our master branch that we then do not touch, then we open a canary branch called BEP045 against both our and the upstream master branches (redirecting this draft PR).

Then every other PR we open is against BEP045.

In that way we can redirect people for comments directly to the BEP045→master PR, and then get the automatic website/schema builds in the BEP045→bids-specification/master PR.
