When I run on Windows 11: pear install doc.php.net/pman

I get: No releases available for package "doc.php.net/pman"
install failed

I'd like to be able to download the documentation for PHP 8.4.

Steps to reproduce

1. Run: pear install doc.php.net/pman
2. Or: pear upgrade doc.php.net/pman

Expected behavior

Should install documentation locally on my Windows 11 computer.
