Menu and menu toggle components need micro animations.
The goal of this issue is the define the following behaviors:

  • Define open/close behavior for menu panel
  • Define hover/click animation for menu items
  • Define hover/click animation for menu toggle
  • Possibly define any validation animations for menu toggle?
