Add attributes for address districts (municipal, provincial, federal)

SAML allows attribute bundles to be provided to authenticating service providers, giving third-parties granular access to certain data

Right now, there are attributes for each address field, but would be great to use the represent API to resolve address down to gov districts, which can then be provided without providing full address.
