Debug panel overflows and clips on mobile

What happens

On a phone-sized viewport the panel keeps its desktop layout:

• Header toolbar clips off the right edge (Pause/Clear half cut, export/copy/dock unreachable).
• Panel and list rows overflow horizontally.
