update pactflow getting started for consumers #303

Best practise is to use the CLI and some publishing interfaces have been removed.
Update the list here :)

- has migrated to pact-foundation/pact-cli
- Verifier
- .NET verifier code needs updating to latest pact-net v4 code
- docker verifier should be updated, to use the pact-core-mock-server, which is the new native verifier built in rust.
