Allow for cosmic config locations

im actually working on a project i would love to add the linter too, but we have also been trying to consolidate our configs where possible into a single location (for various reasons).

as the config is pure json anyway couldnt the linter support configuration via a property in the projects package.json file?

With the new support of nested configuration,
the tools would need to look into every package.json if there is a possible oxlint configuration.
Inside a monorepo, this will slow down the tool for no reason.
