build: add php 8.3 and 8.4, rm 7.4 and 8.0

As per https://www.php.net/supported-versions.php, by the time of writing:
- 7.4 and 8.0 are `End of life`
- 8.1 and 8.2 are `Security fixes only`
- 8.3 and 8.4 are `Active support`
