Update base_ottr to use newest version of R

In updating OCS materials, a newer version of R would be helpful. And when inspecting the current base_ottr image in docker desktop, there are some security issues/warnings because of the older version of R and its dependencies.

We're looking to update base_ottr to at least the current version of R. Two questions with that....

1. How should we version the image for reproducibility's sake? Should we create a new image or tag this version as perhaps base_ottr:legacy
2. Do we want it to be explicitly this current version of R, or something that tracks with whatever the newer version of R is?

Keep in mind that github action ymls all reference :main version of docker image. So if you want to force an update for folks you'll want to use that tag.

But alternatively if you want to keep the old version as :main but have a new version with an updated R version than you can call it something else :main-{R version here} but you'll need to update github action yaml files with this tag on the repos you want this update.
