verify-rust-std pins rust-toolchain and kani at a specific commit

Kani upgrades toolchain regularly and frequently, so verify-rust-std must follow kani and thus its toolchain.

And it also means distributed-verification must follow the same toolchain that verify-rust-std pins. Otherwise libstd won't compile.
