firm up the requirement on the Review section of the application

The requirements have previously been documented in the https://github.com/orppst/guide/tree/main/docs/Design section of the documentation. One thing that has been lacking is perhaps any explicit connection to the original requirements gathering collected in this document https://docs.google.com/document/d/1TooT9nVS-z-pzYaurz_UMPgyX0kQzuBE/ - this should be reassessed and the requirements on the TAC/Review part of Polaris expanded.
