Getting EOF when cloning submodules

When running the command git submodule update --init --recursive I get an error:

error: RPC failed; curl 92 HTTP/2 stream 5 was not closed cleanly: CANCEL (err 8)
error: 6925 bytes of body are still expected
fetch-pack: unexpected disconnect while reading sideband packet
fatal: early EOF
fatal: fetch-pack: invalid index-pack output

The Internet connection is good but the download speed is barely 1mbps when cloning the repos after entering the command above. Any recommendations to download the submodules?
