Persistent posted speed and speedometer in both nativation and normal modes

My previous GPS was a Garmin nuvi 1390T. What set it apart from mobile phone mapping apps is it's ability to display posted speed limits and speedometer while in normal operation (not navigating to a set location) and in navigation mode. So far Organic Maps is the only app the does this while in navigation mode that I have come across.

Now if this could display in normal mode, Organic Maps would be a true GPS replacement.
Is this possible?

This is a bit off topic here but is there a way to remove the notification prompt while in navigation mode?
