Q: Why isn't the code from xfce for wallpaper per workspace ported over to cinnamon

It sounds like it should be simple and straight forward to do, but obviously its not.
is it easy to do, but not cost effective to maintain?
does it not satisfy wants/needs of enough users?
is it just a gimmick?
is the feature not a priority for a de/distro and is already better satisfied by a different de/distro?

I'm using this example because I'm curious about the weights/priorities that go into the decision of whether a feature is added or not to a distribution or desktop environment.

for example: if a feature is obtuse and complicated it probably wouldn't make it into cinnamon because it doesn't satisfy the ease of use core priority.
