Split Autoware repositories

[isamu-takagi]

Until now, Autoware has been operated with a small number of repositories to reduce the effort of PR. However, some of the packages have become stable and there are planned to be distributed as deb packages, so it is better to divide them into smaller pieces like ROS2 org and manage their versions individually.

The first task is to separate lanelet_extension because there is a request to use it alone and it is located in a directory tmp.
