Evaluate Intercept Conflicts

Generate an event when TSDK chooses one service over another when multiple services match the intercept.

Alt: provide a method for evaluating current services for an identity to report any conflicts. This check could be run periodically, on demand (e.g., from a button press in the UI), or every time a service is updated.
