docker: build with rust 1.98, sqlx 0.9 needs rustc 1.94

docker.yml run 19 on main failed in cargo chef cook: rust:1.91-bookworm
does not satisfy the rust-version 1.94.0 of sqlx 0.9.0 and its crates.
Both Dockerfiles move to rust:1.98-bookworm, the toolchain the crate is
tested with.

Tested: docker build -f Dockerfile.multi . on linux/arm64, 323 crates
compiled, image 39.7 MB. linux/amd64 cross-compiles from the same
prepare stage and was not built locally.
