Is your feature request related to a problem? Please describe.
Deployment in small cluster or into small nodes failed due to a too strict/agressive liveness probe.

Describe the solution you'd like
Current liveness and readiness threshold are not configurable or overridable in helm values. By moving default values into a value-file based system, will allow users to increase thresholds and support more restricted deployment ecosystem by letting time for data-prepper to start.
