Make it easier to find Codespace users vs not #106

Why are we doing this?
Raised from discussion at the 09/10/2025 Tech meeting: it's not clear when or why users choose to use Codespaces or not. We're particularly interested in users' experiences with using Codespaces or a local setup.
Suggestions:
- we already use grafana to find out who is using Codespaces, could we line this up with who's submitted their jobs?
- who's submitting jobs AND has used Codespaces - is this only new users or is there a mix?
- who's submitting jobs AND has no prior history of using Codespaces?
- it could be useful for us to reach out to some of the above users to find out more about their experiences
- set up modal in Jobsite when users submit jobs to ask if the user used Codespaces
discussed on 14/10/2025 - we agreed that on the whole more evaluation would be helpful and useful, but we'd like more steer from the rest of the team as to whether we do it soon/not
