Participants who interact via WhatsApp currently cannot contribute back to Decidim, limiting the channel to passive consumption.

Allow participants to write comments on proposals via the WhatsApp chatbot, when commenting is the enabled write action.

Describe alternatives you've considered

Allowing multiple write actions at once, but this would significantly increase complexity for a first iteration.

Does this issue impact users' private data?

Yes, it processes user-generated content and associates it with a participant identity.

Acceptance criteria

• Given commenting is enabled as the write action, when a participant selects a proposal, then they are offered the option to comment.
• Given a participant submits a comment via WhatsApp, when the message is received, then the comment is created in Decidim.
• Given the comment is successfully created, when the chatbot responds, then it confirms publication to the participant.
• Given commenting is not enabled, when a participant selects a proposal, then the chatbot doesn’t show the option to comment.
