Add a plugin setting to control which titles are sent automatically

We should add a plugin setting that allows press managers to control which titles should be deposited and which shouldn't (similar to what the DOAJ plugin does).

At the moment this plugin is all or nothing, which doesn't suit the needs of presses that host but not publish certain titles
