Hook to deposit with portico at publish time

We need a hook to be invoked at publishing time so that article metadata is sent to portico at that time.
Perhaps this would make sense to register a workflow item after pre-publication... thoughts @ajrbyers ?

Fine to have an option for this but Portico accept Issue deposits as well so we should maybe have a toggle option?
