Split out author and reviewer pub notifications #5100

Is your feature request related to a problem? Please describe.
At the moment, the pub notifications are for both authors and reviewers. Having a setting that allows one but not the other would be neat.
Additional context
See: #4882 for context. A user left the reviewer body text blank, which caused an error. They indicated they would want to have the option to not notify the reviewer.
