Make it possible to share decisions and their accompanying letters #5069

This is about the email that we send for Accept/Decline/Revisions decisions, written by our associate editors (section editors as set up on Janeway). Besides the ability to share each reviewer's review with the others, we'd like to be able to share the associate editor's decision (and letter) with the reviewers.
The mechanism could be similar to the share reviews one. This is different from "Display Completed Reviews in Review Interface", which shows reviews from previous rounds, but I suppose there could be a related "Display Previous Decisions in Review Interface".
