[Tagging] Implement New Header [Postponed]

"As a Studio user, I want to easily switch between the major areas of Studio - Courses, Libraries, and Taxonomy"

"As a global staff user, I want to be able to filter every page in Studio to show only content relevant to a particular org" ?? (Not sure of this story yet - why is this part of the global header and not just an org filter on the home page(s)? Asked for details on Figma. )

Acceptance Criteria

1. The new Studio header is implemented in https://github.com/openedx/frontend-app-course-authoring
   
2. For this story, implement everything seen in the mockup except for the "Org filter" (BerkeleyX) which is part of [Tagging] Filtering Taxonomies List by Organization #108 .

Developer Notes

• Screenshots above are for convenience - Figma is the most up-to-date source for mockups. The scale of UI elements seen in the screenshots above may be incorrect.
• Consider whether this should be implemented as a re-usable component to be shared with the library authoring MFE or only exist within course-authoring.
