Is runc release version semantic

Hi, the runc release version looks like semantic.
Can I double check if it does follow the concept of semantic versioning?

Given a version number MAJOR.MINOR.PATCH, increment the:

• MAJOR version when you make incompatible API changes
• MINOR version when you add functionality in a backward compatible manner
• PATCH version when you make backward compatible bug fixes

My point is to ensure we can always have high confidence to update every PATCH version with sufficient tests.
