Add folder for proposals and meeting notes

Today we are testing taking markdown notes: https://hackmd.io/El8Dd2xrTlCaCG59ns5cwg and we would want to test out adding these to the repo after meetings, along with having a folder for proposals (Atlas suggestion!)

we've continued rolling with the hackmd.io notes, but the workflow for saving them somewhere is lacking. I wish this were automated

If we can derive a programmatic way to get the content from hackmd, I think I can set this up. I just sent them an email to ask. There are some random GitHub projects that hint at an API but I'd like to hear it from them!
