The regional government of Emilia-Romagna has air quality monitoring data here:

https://www.arpae.it/it/temi-ambientali/aria/dati-qualita-aria

This data is not being reported to EEA, so this would be the current best way to get the data. There seems be around 35-40 monitoring locations measuring PM10, PM2.5, CO, SO2, and O3

They also have a CKAN portal which may be a promising source for downloads:
