US-Emergency stop messages mangement

As a product owner i need a model design of the emergency stop message management.

The Manage_EmergencyStop operator located in package TA_EmergencyStop is ready for integration into TrackAtlas. Current limitations / missing features are:

• multiple concurrently active CES or UES not yet supported
• q_dir and d_ref currently not considered for calculation of new EOA

A note on the interface of Manage_EmergencyStop: one input to the operator is the EOA/SvL currently in effect (type L_Internal_T), which is used to check if the EOA needs to be updated due to an incoming CES. I don't know if this value is already available in TrackAtlas (or from SDM)?
