target command is not plugin generic

There are plugin conditionals in the target.ksh and target.csh scripts.  It's a hold over from before the code was released publicly.  Ideally this would be a set of generic calls to whatever plugin is active to take their special actions.  If nothing is needed, they can no-op.

This is not a pressing issue, nothing is broke currently.  Just something I noticed and figured I should document.
